I had to Google it :)

Millinery refers to hats and other clothing sold by a hatter (a maker of hats) or to the profession or business of designing, making, or selling hats, dresses, and hat trim. It can also be used to refer to a type of store that sells those goods.

I'm with Timbros ..........old scissors.

But of course since you have not been tying long...you may not have any wore out scissors.
If that be the case.... revert back to Streamer's answer

Okay, I think I've got it, Brad. If a guy gets angry while tying millinery flies, he's called...Ready for this?...a Mad Hatter.

Didn't see anyone else mention this way so here's another.
Except on the largest size I just hold pressure on the lead wraps with a finger (to keep it from unwinding) and pull/pluck the excess off. I usually take a bodkin or the side of the scissors and mash the end of the last wrap to smooth the taper sometimes too but rarely need too. Like phg said, scissors usually leave a sharp edge on the lead that frays or cuts the thread. That way most always requres the taper smoothing, more effort to do it and a few choice words.
